CoreWeave, IREN and Nebius slip: why Democrats’ victory could hurt neoclouds

Shares of neocloud providers CoreWeave CRWV, IREN and Nebius fell sharply on Wednesday as investors assessed the possibility of tighter regulation of artificial intelligence infrastructure following Democratic victories in the US midterm elections.

CoreWeave dropped as much as 6% in premarket trading, while IREN and Nebius declined 5.8% and 4.15%, respectively.

The selling extended across AI infrastructure and data center stocks as investors considered whether a change in political control could slow the construction of facilities needed to support the AI boom.

The selloff came even as the broader market recovered, with all three indexes set to open in green on Wednesday after Democrats trounced President Donald Trump’s Republicans in the midterms, even snatching some of the bastions from the GOP.

Democrats secured control of both the House of Representatives and the Senate, while also making gains in major data center markets, including Texas and Georgia.

Why neocloud stocks are under pressure

Neocloud providers specialize in renting computing capacity, particularly Nvidia graphics processing units (GPUs), to AI developers and businesses.

Their growth depends heavily on the rapid expansion of data centers and continued investment in computing infrastructure.

However, several Democratic lawmakers and state officials have called for greater oversight of energy-intensive data centers, citing their impact on local power grids, water resources and surrounding communities.

Some have also supported temporary restrictions on new construction until broader rules governing AI infrastructure are established.

Texas and Georgia are particularly important to the industry because of their concentration of planned data center projects.

Democratic gains in these states have raised concerns that new facilities could face additional permitting hurdles or delays.

The potential slowdown comes at an uncomfortable time for neocloud operators, which have already faced investor concerns over mounting debt, expensive financing and the sustainability of spending by major technology companies.

CoreWeave, IREN and Nebius have all shed over 30% in the past month as investors remain concerned about their future.

Analysts warn of tougher regulatory environment

The election outcome has added another risk to an industry already facing questions about its capital requirements and profitability.

“The Democrats will likely push for greater regulation,” said Nick Ferres, chief investment officer of Vantage Point Asset Management.

“The two key risks … have been the return on investment and the financing of the boom. Both have likely become more challenging now,” he added.

TD Securities senior rates strategist Prashant Newnaha also warned that greater regulatory scrutiny of technology and AI companies, alongside a higher likelihood of political gridlock, could weigh on the sector.

Evercore ISI analysts led by Amit Daryanani said a more restrictive environment for data center development could create additional pressure on AI infrastructure stocks.

“Assuming a more restrictive data center development environment, this could create incrementally more negative sentiment for AI infrastructure exposed names,” the analysts said.

However, analysts have cautioned that greater congressional oversight does not necessarily mean data center construction will stop.

The immediate impact could instead come through additional investigations, regulatory uncertainty and slower investment decisions.

For companies such as CoreWeave, IREN and Nebius, which rely on continued expansion of AI computing capacity, even the possibility of slower construction and approvals could make investors more cautious about future growth.
